It's actually amusing to try to figure out how it works. I assume he is holding the throttle in his right hand. His left hand is holding what appears to be a clutch or shifter. I assume there is only one gear plus neutral, though it's hard to tell. That thing behind the shifter seems to be the steering control. Where is the brake? I assume that he controls that with his left foot, out of view of the picture.
I notice he's a got a flashlight mounted for a headlight. I guess he has no need for turn signals. Add a windshield and that vehicle would practically be a luxury car!

Considering how his transportation alternative was probably just to walk everywhere, or maybe ride a bicycle (and eventually get hit by a car), I'd say he has behaved in the manner of a good, White man (although one of us probably wouldn't have designed a vehicle that looks so much like a rikshaw sans coolie).
